A pump throttled by a valve is a motor working at full speed to push against a closed door. A VFD slows the motor to the flow you actually need. On a pump running most of the day, the energy saved usually pays for the drive and the panel within the year.
For building and plant water systems we build panels with pressure transducer feedback, PID control, duty and standby pump changeover on run hours, and dry run protection so a pump does not burn out on an empty sump.

On a variable-flow load like a pump or fan, yes — often substantially. On a constant full-load motor, the saving is small and a soft starter may be the better buy. We will tell you honestly which one your application needs.
